Maxx Gallup, 26, and another man were spotted walking along the southbound shoulder of Route 32 around 2:30 a.m. Saturday, Nov. 16, near Alice Street in Windham, while wearing all black, Connecticut state police said. When troopers arrived, one of the men ran into the woods, but Gallup confronted them.

According to police, Gallup initially complied with commands to show his hands but repeatedly concealed them, prompting officers to detain him for safety reasons. Gallup appeared intoxicated, exhibiting a strong odor of alcohol, and became loud and belligerent, drawing the attention of nearby residents.

The situation escalated when Gallup reportedly threatened officers, saying he would "blow their heads off," according to a police report.

Police arrested Gallup, who they later discovered had two outstanding warrants for his arrest in Willimantic, authorities said.

Gallup was charged with threatening, interfering with an officer, breach of the peace, and walking while intoxicated.

A judge ordered him held on a $75,000 bond, authorities said.

A K-9 search for the man who ran into the woods was fruitless. However, Gallup later told police that the man was a family member, who police confirmed was safe.
